Wonderful dark printing and perfectly centered with premium paper quality. Bold signatures and serial number make this a visually exceptional piece. Emblem is a Harp with thirteen strings, with a motto reading Majora Minoribus Consonant, which translates "The Greater Ones Sound in Harmony With the Smaller." Meaning that all states, large and small, are in harmony with one another. This piece likely falls within the top 10 of known CC-38's.
